International Development - Vice President Finance & Operations

The Institute for Sustainable Communities is seeking a Vice President for Finance and Operations. This individual is responsible for the development and oversight of ISC?s finance, operations, and information management systems. ?As a member of the Management Team, this position provides the leadership, management and vision necessary to ensure that the organization has the proper financial and operational controls, the necessary administrative and reporting procedures, and the required information technology and systems in place to effectively grow the organization, ensure financial strength and accountability, and operational efficiency. This position reports to the President and functions as designated officer-in-charge of the organization?s daily activities in the absence of the president.

Responsibilities

  • Work closely with the President, other members of the Management Team and the Board of Directors to set and achieve strategic goals and objectives for the organization
  • Plan, develop, organize, implement, direct and evaluate the organization?s fiscal function including the strategic as well as the day to day oversight of financial operations
  • Establish financial policies, procedures, controls and reporting systems
  • Ensure legal and regulatory compliance for all accounting and financial reporting functions across all domestic and international offices.?
  • Evaluate & advise on levels of financial & legal risk during decision-making particularly with respect to operations in foreign countries.?
  • Develop knowledge management policies, procedures, and systems to assure that critical organizational information is retained and shared across the organization
  • Develop strategies to assure that present and future information technology and facilities needs of the organization are met.
  • Assure the availability of timely and accurate analysis of budgets and financial reports in order to assist the President, Board and other senior managers in managing their responsibilities
  • Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization
  • Establish credibility throughout the organization and with the Board as an effective problem solver; be viewed as approachable and as a mentor to people in financial, technical and operational issues
  • Identify enterprise-wide opportunities & challenges, working across teams on innovative approaches & solutions
  • Allocate resources to strategically invest in both immediate term growth and long term stability
  • Establish & monitor performance reporting systems; providing reports on organization?s operating condition

(AP) ? A judge granted Wayne Newton a temporary restraining order against his landlord Thursday amid stalled plans to turn his lavish Las Vegas estate into a celebrity museum ? a project that has sparked allegations of fraud, mismanagement, animal abuse and sexual harassment.

Clark County District Court Judge Elizabeth Gonzalez ruled that developer Steve Kennedy must stay 50 feet away from the Newton family and their home, effectively putting the brakes on construction to turn Newton's Casa de Shenandoah estate into a tourist attraction.

Kennedy, the manager of CSD LLC, filed a lawsuit two weeks ago claiming the Newton family was unwilling to move out of the house so it could be converted into a museum. The Newtons filed counterclaims alleging breach of contract and fraud.

The legal wrangling paints an uncertain future for Newton's 40-acre estate featuring South African penguins, Arabian horses, celebrity memorabilia and 17th-century antiques imported from European castles.

Newton told reporters after Thursday's hearing that he regretted entering into the deal with Kennedy.

"Totally," Newton said. "I don't like vultures."

Newton lives in the main house on the estate with his wife and their 10-year-old daughter. Kennedy purchased the property for $20 million in 2010 with the intent of building the Newtons a new $2 million home on the estate and converting the gold-trimmed main house into a public venue.

In his lawsuit, Kennedy alleged the Newtons unreasonably delayed the project by refusing to pick a location for their new home. The Newtons countered that Kennedy failed to obtain proper construction permits and did not act in good faith.

"They had no intentions whatsoever of creating a museum honoring Wayne Newton," said Newton's lawyer, J. Stephen Peek, during the hearing.

Newton attended the hearing with his wife, Kathleen McCrone Newton, and her sister, Tricia McCrone, who also acts as the family's publicist and lives in a guest house on the estate. During the hearing, Newton and his wife wore broad smiles, even as McCrone Newton shook her head repeatedly as the allegations that she and her husband had not been cooperative were presented.

Peek claimed Kennedy tried to punish the Newton family by ordering that they banish their prized collection of 55 Arabian horses. Kennedy allegedly removed rose bushes throughout the property that had been planted by Newton's deceased mother. Newton was also prevented from accessing his antique car collection featuring a 1978 Rolls Royce Corniche convertible built for actor Steve McQueen and a one-of-a-kind Bentley Sedanca Coupe, according to the court filings.

The Newtons also said that improper construction at the home caused several leaks, threatening their expensive art collection that includes paintings by Pierre-Auguste Renoir, Salvador Dali and Vincent van Gogh. The family also claimed Kennedy filled up an artisan well that Newton previously used as his "meditation pond."

Kennedy's attorney Charles McCrea Jr. countered that the home had a faulty roof and that the well reeked of sewage, with the toxic fumes having killed three penguins that lived on the estate.

McCrea Jr. said the Newtons must vacate the property so construction can continue. He cited concerns about who would cover the expense of caring for the property's many horses, with costs reaching $40,000 each month. CSD wants to donate the horses to a ranch that has expressed interest in adopting them.

The lawsuit also claimed Newton sexually harassed a young female employee hired to train the horses by repeatedly kissing her on the mouth. The worker quit and has threatened to sue Newton and CSD, according to the lawsuit.

Newton said Kennedy and the woman had a personal relationship and that the woman begged for her job back after she was dismissed last year.

Kennedy declined to discuss the case as he was leaving the courtroom.

Newton said he hoped the museum will eventually open under a different owner.

"Time will tell if it is built," Newton said. "It will not be built under the present circumstances of management."

Both sides are expected to return to court on July 30.

Construction plans for the museum called for a zoo, visitors' center, car exhibition and a theater where Newton could perform live nightly. It was initially scheduled to open late last year.

Newton has lived at Casa de Shenandoah since 1968.

French hunt for Canadian porn actor in body parts murder case

The man killed in a videotaped attack that was discovered after body parts were mailed to Canada's top political parties was a Chinese student, police said Friday, as authorities in France searched for the suspect, a Canadian porn actor.

Montreal Police Cmdr. Ian Lafreniere identified the victim as Jun Lin, 33. Police have said he dated Luka Rocco Magnotta, who is now on Interpol's equivalent of its most-wanted list.

A senior French police official said he is sure Magnotta is in France and that Magnotta has been there in the past. Another French police official said Magnotta apparently flew to Paris from Montreal last weekend, before the case emerged.

Porn actor wanted for murder over body parts in Canada mail

Lafreniere said Jun Lin doesn't have family in Montreal, but a family member reported him missing on Tuesday. He had last been seen May 24. Lafreniere said the murder occurred the night of May 24-25, and the suspect left for Europe on May 26.

According to a missing person's notice on the website of the Chinese consulate in Montreal, the victim was from the city of Wuhan and arrived in Montreal in July 2011.

"He is a Chinese citizen who studied at a university here in Montreal and was here for a certain time," Lafreniere said. "Thanks to the Chinese embassy, we have been able to reach the family with the sad news of what happened."

The case began Tuesday, when a package containing a severed foot was opened at the ruling Conservative Party headquarters. A hand was discovered at a postal facility, addressed to the Liberal party of Canada. A torso was found in a suitcase on a garbage dump in Montreal, outside Magnotta's apartment building.

Montreal police have said they believe Magnotta, 29, fled for France based on evidence they found at his apartment and a blog he once wrote about how to disappear.

"What will hinder him the most is what he used to glorify himself, the Web, with all the photos we have of him," Lafreniere said. But he warned that Magnotta is "someone who can disguise himself, he can change into a woman, wear a wig."

France's fugitive search unit has been ordered to hunt for Magnotta, the French officials said. They spoke on condition of anonymity because they were not authorized to speak about such searches publicly. They gave no details about his suspected whereabouts.

Lafreniere said Magnotta could be anywhere in Europe, and "there's even been talk he might have returned to Canada under another identity."

Police suspect Magnotta filmed the murder. The video, posted online, shows a man stabbing another man with an ice pick while the victim lies naked and tied up. The first man later reveals he has slashed the other man's throat. He also dismembers the corpse and performs sexual acts with it.

"We have quite convincing proof of the crime he committed," Lafreniere said Friday, referring to the video.

Other body parts remain missing.

Police said Magnotta is also known by the names Eric Clinton Newman and Vladimir Romanov, and they described him as white and 5 feet 8 inches tall with blue eyes and black hair. A police official said he was a porn actor.

Derek MacKinnon, a former resident of the building where Magnotta lived, said he was the only person Magnotta would speak to in the building. MacKinnon identified himself as an actor who played a serial killer in the 1980 horror film "Terror Train."

"I was a killer who killed 11 people in this film, so he was rather interested in my career versus his," MacKinnon said. "It was like a quick conversation, not like anything big. And knowing that we were both gay, I think that's probably where he had the connection with me because he was extremely cold, standoffish, wouldn't talk to anybody, but he would stop for a sec to say something to me, and I think that he felt there was a kindred spirit or something between the two of us."

He said Magnotta "was always well groomed" until the last time MacKinnon saw him, on May 25. He said Magnotta was having "a bad hair day."

"It was red, and he normally is dark," MacKinnon said. "It looked like a really bad wig."
